GENERAL STATEMENT OF DUTIES:

Performs detailed energy audits for residential, commercial, or industrial electric customers. Provide guidance to customers on how to access all common means on financing such upgrades. Checks billing accuracy on all medium and higher rate electric customers. Investigates power quality concerns and works with engineering staff and consultants to determine optimal solutions. Markets the City’s Electric Utility Services to potential and existing customers.

This position receives general supervision and reports to the Assistant Electric Utilities Director. The position is non-supervisory, but may provide mentorship to other positions.

ESSENTIAL JOB FUNCTIONS: (numbers indicate general performance level for each function)

  • Provides guidance for residential, commercial, and industrial customers in their use and purchase of electricity.
  • Performs detailed energy audits to quantify energy consumption and recommend energy saving practices and upgrades at the residential, commercial, and industrial levels. Provide guidance on how to finance such upgrades. Provides detailed energy audit reports to customers using industry best practices.
  • Develops long term mutually beneficial relationships with medium and above class electric customers, recognizing their unique needs and business operations.
  • Educates customers on energy efficiency or answers questions on topics such as the costs of running household appliances and selection of energy efficient appliances. Such education could be done in person, at civic fairs/events, or via the City’s social media.
  • With Customer Service staff, works to explain bills and resolve bill questions.
  • Conducts work in compliance with OSHA, NESC, NEC, APPA, and City safety procedures, rules, and regulations.
  • Performs checks of billing using manual or spreadsheet based calculations for all medium and above rate customers on a monthly basis.
  • Assists developers with options to use electric power at their developments and to choose the City in customer choice areas.
  • Maintains accountability for and works within approved budget and work-plan objectives.
  • Fosters an environment of teamwork in order to effectively coordinate with other departments and entities in the development of programs and services for customers.
  • Promotes and maintains security and street light sales and records.
  • Responsible for the Residential Appliance Rebate Program through ElectriCities.
  • Responsible for various Industrial and Commercial rebate programs through ElectriCities.
  • Alerts Time-of-Use Customers to season on-peak windows.
  • Serves as the Single Point of Contact for the City’s Public Affairs Director with respect to the Electric Utility pages on the City Website.
  • Performs power quality checks and measurements and diagnoses complex problems at the primary or secondary level. The position may work with qualified line crews to place equipment at voltages beyond 480 V or in padmount transformers or other areas with significant arc flash risks.
  • During a storm or a system crisis, this position would provide support for power restoration as a guide, scout, or other method in support of hands-on field crews or medium or higher customers or other methods of support.
  • Provides backup support to the Office Manager.
  • Performs other duties as may be assigned.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:

This position involves light to medium work requiring the employee to exert up to 50 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include reaching, walking, fingering, talking, hearing, crawling, climbing, and repetitive motions. Sufficient visual acuity is required to prepare and analyze data and figures, do accounting functions, use basic hand tools and electrical tools, and use a computer terminal. An employee in this position is reasonably likely to, on numerous occasions, be exposed to adverse environmental conditions and may work in air conditioned and unconditioned spaces, including outdoors. Work is generally performed during normal business hours but other hours for customer and storm/crisis service may be around the clock as necessary.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of utility marketing, operations
  • Working knowledge of Microsoft Outlook, Word and software associated with complex measurement and diagnostic equipment
  • Significant knowledge of Microsoft Excel
  • Understanding of energy efficiency rebates
  • Ability to calculate electric bills from examinations of rates from residential to high-end industrial. Familiarity with various benefits created through energy efficiency upgrades
  • Flexibility to work outside of normal business hours
  • Should be able to work independently with a variety of individuals, groups, associations and customers
  • Building Science Training (e.g. BPI, HERS, CEM)
  • Power Quality expertise (e.g. CPQ)
  • Electronics/Electrical Technician background commonly associated with a two year degree in a related field
  • Experience performing diagnostic testing (e.g. Blower Door testing)
  • Effective communication skills, written and verbal
  • Ability to stay organized, self-motivated and detail oriented
  • Ability to interact directly with property owners and property managers, identifying energy needs then organize and present information
  • Experience working with Residential, Multifamily properties is a plus
  • Must have ability to work independently

EDUCATION AND EXPERIENCE: Possession of an undergraduate Bachelor of Science Degree from a four year college or university or an Associates’ Degree in related technical fields such as marketing, business, engineering, etc. Related utility operations experience. Certification in any of the following:

  • Certified Energy Manager (CEM)
  • Key Public Power Account Executive (KPPAE)
  • Building Performance Institute Energy Auditor Certification (BPI)
  • Residential Energy Services Network Home Energy Rater (HERS)
  • Association of Energy Engineers Certified Power Quality Professional (CPQ) is preferred or any equivalent combination of experience and training which provides the required skills, knowledge and ability.

SPECIAL REQUIREMENTS: Possession of a valid N.C. Driver’s License.

This position is Exempt and is not eligible for overtime pay.
