GENERAL STATEMENT OF DUTIES: Performs difficult technical work in participating in the maintenance and preparation of financial records; does related work as required.

Work is performed under regular supervision.

ESSENTIAL JOB FUNCTIONS:

  • Prepares and updates reports;
  • Reconciles central bank account each month and prepares related reports;
  • Prepares a variety of month-end financial reports; makes necessary adjusting journal entries;
  • Reviews billings and updates all accounts receivable records; records accounts to subsidiary ledgers;
  • Acts as back-up for accounts payable and payroll;
  • Assists with year-end closing duties;
  • Undertakes special projects as directed;
  • Maintains assessment files with current information to aide in the collections procedures;
  • Responds to inquiries and meets with customers to discuss assessments, maintains collection agency information;
  • Prepares property tax collections reconciliation;
  • Maintains, reconciles and files all sales tax and contractors sales tax reports;
  • Reviews grant submissions for the City’s grant programs; checks for accuracy, compliance and timeliness;
  • Reviews Statesville Housing Authority’s requests for CDBG funds; processes payments to Statesville Housing Authority;
  • Maintain internal control functions;
  • Maintains fixed asset records;
  • Reviews and reconciles contractor payment requests;
  • Contract retainage calculations.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS: This position involves sedentary work requiring the employee to exert up to 10 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include reaching, walking, fingering, talking, hearing, and repetitive motions. Sufficient visual acuity is required to prepare and analyze data and figures; do accounting functions; and use a computer terminal. An employee in this position will not be substantially exposed to adverse environmental conditions.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the theory, principles, methods and practices of governmental accounting and financial reporting; thorough knowledge of laws, ordinances and regulations governing financial matters; thorough knowledge of standard statistical procedures; ability to prepare complex financial reports and records; ability to establish and maintain effective working relationships with City officials, subordinates and employees; ability to communicate ideas clearly, concisely and effectively, orally and in writing; ability to analyze financial problems and situations and to recommend effective solutions.

EDUCATION AND EXPERIENCE: Graduation from an accredited college or university with a degree in accounting or related field and some professional experience in financial analysis preferably in the public sector; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS: Possession of a valid N.C. driver’s license.

This position is “exempt” and is not eligible for overtime pay.
