ASSISTANT CITY ENGINEER
PUBLIC WORKS DEPARTMENT
SALARY RANGE: $64,401.79 - $106,263.46

GENERAL STATEMENT OF DUTIES:  Assists the Public Works Director/City Engineer in supervisory, administrative and professional engineering work activities of the Public Works Department; does related work as required.

DISTINGUISHING FEATURES OF THE CLASS:  This is a highly professional and administrative position involving engineering work of substantially difficult caliber requiring thorough familiarity with engineering and surveying principles.  This position plans, supervises, and coordinates the activities of the department subject to the general supervision with concurrence of the Public Works Director/City Engineer and exercises supervision over the divisions responsible for the various activities within the framework of the City policies, standards, and specifications.  This position shall carryout the duties of the Public Works Director/Civil Engineer in his absence.

 

EXAMPLES OF WORK

  • Performs engineering design work related to streets, water, sewer, storm drains, etc., related to any activity associated with the Public Works Department;
  • Works with consulting engineering firms regarding City projects including conducting research and preparing proposals;
  • Reviews proposed development plans for the compliance with City Ordinances and works with developers regarding such plans;
  • Reviews construction plans and meets with developers, architects and engineers to resolve problems concerning compliance with ordinances, regulations, and general construction issues;
  • Assists in the development of annual work programs for the repair, maintenance and construction of public infrastructures such as streets, sidewalks, water, sewer, and storm drainage;
  • Assists in the preparation of budgets, reviews current budgets to assure compliance with expenditures;
  • Reviews contractor’s payment requests to assure compliance with contractual work;
  • Assists in the development and implementation of the storm water regulations for compliance with Federal/State mandates;
  • Assists in the training programs to ensure employees are properly trained in safety methods and procedures and operation of various pieces of equipment;
  • Meets with groups of City, State, and/or Federal officials on matters which presently involve or may involve Public Works programs;
  • Consults with and acts as liaison to the Public Works Department Division Heads in the performance of their routine or special activities, including personnel matters;
  • Establishes criteria for design and construction of public works projects, evaluates existing or proposed standards and recommends revisions where needed;
  • Makes detailed engineering surveys, prepares design drawings and specifications for bidding of construction projects;
  • Prepares engineering cost estimates and materials lists for construction projects;
  • Assists Water Resources Director with engineering related issues involving the Water Waste/Water system;
  • Coordinates projects with work of other City Departments, private and public agencies.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  Thorough knowledge of professional civil engineering theory, principles and practices as it applies to the administration of diversified public works activities; ability to understand and interpret design drawings, construction specifications and contracted documents; ability to plan, layout, direct and supervise public works activities/subordinates; ability to communicate clearly and effectively, both orally and in writing; ability to establish and maintain effective working relationships with Federal, State and local agencies, public utilities, business, City officials, employees and the general public; ability to use a survey level and transit; ability to use a PC based CADD system.

 

ACCEPTABLE EXPERIENCE AND TRAINING:  Bachelor’s Degree in Civil Engineering from an accredited college or university; considerable experience in design and/or construction of Civil or Public Works projects with experience in a supervisory capacity; experience in the area of land surveying as it relates to Civil Engineering; any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

 

ADDITIONAL REQUIREMENTS:  Possession of a license to practice as a registered professional engineer in the State of North Carolina or Engineer-in-Training with ability to acquire the P.E. within 18 months; possession of a license to practice land surveying desirable or extensive experience in land surveying; managerial training and experience in coordination of large projects highly desirable; experience in water, sewer, storm water regulations desirable; computer skills in the use of a CADD system and hydraulic/hydrologic modeling software.

 

This position is “exempt” (learned professional) and is not eligible for overtime pay.
