GENERAL STATEMENT OF DUTIES: Under general supervision, performs technical work utilizing and developing Statesville’s Arc Enterprise System, maintaining ESRI’s Utility Network for the City’s utility department upkeep and publication of web services. Configures, maintains, and supports the GIS-based Asset Management/Work Order System for the City and trains employees in its use. Employee must exercise considerable accuracy and attention to detail in obtaining map data, updating maps, and identifying information on maps.
ESSENTIAL JOB FUNCTIONS:
- Maintains and updates maps and records in GIS Enterprise;
- Assists in implementation of Utility Network for ArcGIS;
- Coordinates and manages GIS projects as needed including acting as a project manager collaborating with other city departments;
- Receives and imports new site plans in various formats for future development within the GIS database;
- Creates and prints drawings and specialty maps using GIS functionality as requested, provides copies as needed;
- Train other employees in use and applications of GIS programs and other associated programs;
- Under supervision of GIS Administrator, provides technical support and maintenance of GIS Enterprise;
- Creates monthly backups of GIS data to be transferred to City laptops and the sewer camera van to be used in the field, as needed;
- Responsible for creating and publishing data for Mobile Applications and keeping those layers updated in a timely manner;
- Creates Mobile Applications and manages data collected from those Applications by various City departments and validates the data as needed;
- Supports data collection in the field as required; using a Trimble GPS device and Mobile Applications;
- Works with and assists the GIS Administrator in issues involving GIS hardware, software, and training to help ensure the accuracy and efficiency of the system;
- Assists with maintaining and updating layers and data from different data sources including Iredell County;
- Works with the GIS Administrator to build, maintain and troubleshoot the City’s GIS-based Asset Management/Work Order system. This includes training of City employees to use the asset management workorder software efficiently and utilize the reporting benefits of this program;
- Explores automation opportunities using GIS-enabled tools;
- When required, fill in for the GIS Administrator in meetings and projects;
- Performs other related work as required.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor’s degree in GIS, Geography, Information Technology, Information Systems, or a related discipline;
- GIS certification;
- Possession of a valid NC Driver's License
- Or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
- Must maintain training and/or certifications required to perform the essential duties of the job.
PREFERRED EXPERIENCE: Must have a working knowledge of ESRI’s ArcGIS products; Proficiency with typical office software, including word processing, spreadsheets, presentation development, etc.
JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computers, GPS equipment, printers, copiers, etc.; able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Requires the ability to read a variety of reports, deeds, forms, maps, surveys, indexes, etc. Requires the ability to prepare correspondence, forms, maps, etc., using prescribed formats. Requires the ability to speak to people with poise, voice control and confidence. Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables. Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including engineering and computer networking terminology. Requires the ability to utilize mathematical formulas, to add and subtract, multiply and divide, utilize decimals and percentages, understand and apply the theories of geometry. Requires the ability to inspect items for proper length, width and shape. Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment. Requires the ability to differentiate between colors and shades of color. Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Has general knowledge of standard practices, materials and equipment used in GIS systems; has working knowledge of basic utility distribution system design and mapping procedures; has working knowledge of the North Carolina State Plane Coordinate Grid System; able to read and interpret U.S. Geological Survey topographical maps and N.C. Department of Transportation maps, and relate them to property maps. Able to exercise tact and courtesy and able to establish and maintain effective working relationships with employees, City officials and the general public; able to project a professional image from a non-verbal and personal appearance standpoint that is consistent with the requirements of the job; maintains high standards of accuracy in exercising duties and responsibilities; exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility; assumes responsibility for doing assigned work and meeting deadlines; plans and organizes projects simultaneously as necessary; seeks out and/or takes advantage of training opportunities and other resources available to improve job performance; exercises analytical judgment in areas of responsibility. This position is “non-exempt” and is eligible for overtime pay.
