The City of Statesville is seeking an ambitious, creative results-driven, highly strategic professional to serve as its next Chief Finance Officer
Summary
The Chief Finance Officer performs complex professional and difficult administrative work in planning, organizing, and directing the financial activities of the City; does related work as required. Work is performed under general supervision. Supervision is exercised over all department personnel.
Essential Duties and Responsibilities

- Plans, organizes directs, supervises, and participates in the activities of the Finance Department, including accounting, purchasing, data processing and utility billing and collection.
- Assists City Manager and other departments with the development and implementation of financial matters.
- Advises City officials on all financial matters of the City.
- Evaluates the work performance of subordinates.
- Establishes and maintains all financial and accounting systems for the City.
- Oversees the preparation of fiscal statements and related reports.
- Oversees disbursement of City funds; administers the City's cash management investments and debt management programs.
- Oversees the City's computerized financial system.
- Oversees approval of vouchers for payment and directs the City's purchasing activities.
- Supervises the preparation, implementation and monitoring of the operating budget.
- Performs other duties as assigned.
Minimum Education and/or Experience
- Bachelor's Degree with major coursework in accounting or business administration and extensive experience in public finance administration including considerable supervisory experience.
- Three years of supervisor experience
Preferred Experience/Qualifications
- Five or more years of progressively responsible experience in local government
- MBA and/or CPA preferred.
Knowledge, Skills and Abilities
- Comprehensive knowledge of general laws and administrative policies governing municipal financial practices and procedures; comprehensive knowledge of the principles and practices of accounting and budgeting in government.
- Thorough knowledge of principles and practices of a municipal purchasing system.
- Thorough knowledge of the practices, methods and laws relating to municipal bond financing.
- Ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms, and records.
- Ability to prepare informative financial reports.
- Ability to plan, organize, direct, and evaluate the work of subordinates.
- Ability to establish and maintain effective working relationships with other department heads and government officials.
- Ability to conduct long-range planning.
Special Requirements
- North Carolina Local Government Finance Officers Certification is required within one year of hire, contingent upon the availability of the courses
- Possession of a valid N.C. driver’s license
Job Related Physical Requirements
This position involves sedentary work requiring the employee to exert up to 10 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include use of fingers and hands, reaching, talking, and hearing. Sufficient visual acuity is required to prepare and analyze data and figures; do extensive reading and accounting functions; and use a computer terminal.
