ASSISTANT DIRECTOR OF PLANNING AND DEVELOPMENT

Salary Range: $64,401.79 - $106,263.46

GENERAL STATEMENT OF DUTIES:  Oversees and coordinates the City’s land use regulations including zoning and subdivision activities and code enforcement within the Planning Department; implements departmental goals and objectives; performs a variety of difficult administrative professional tasks in support of Planning Department.

Receives direction of Director of Planning and Development and exercises supervision over subordinate departmental staff.

ESSENTIAL JOB FUNCTIONS:

  • Receive staff reports for boards and commissions;
  • Plans, coordinates and administers all MPO regional transportation activities;
  • Supervises and reviews the work and performance of subordinate personnel;
  • Coordinates and maintains statistical data and reports;
  • Directs, plans and gathers data for census, text amendments and reports;
  • Participates in the preparation and administration of budget; submits budget recommendation;
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints;
  • Recommends and assists in implementation of goals and objectives; establishes schedules and methods for providing  services;
  • Assists with annexation procedures;
  • Performs other related tasks as required.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:  This position involves sedentary work requiring the employee to exert up to 10 pounds of force occasionally and less force frequently to move objects.  Physical activity related to this position may include climbing, stooping, kneeling, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions.  Sufficient visual acuity is required to visually analyze data and figures; do extensive reading; and use a computer terminal and use measurement devices.  An employee in this position is not substantially exposed to adverse environmental conditions.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  Comprehensive knowledge of the advanced principles and practices of city planning and community development; comprehensive knowledge of economics, municipal finance and sociology as they apply to city planning; thorough knowledge of current literature and recent developments in the field; ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to establish and maintain effective working relationships with City and other government officials, employees, other agencies and the general public

EDUCATION AND EXPERIENCE:  Graduation from an accredited college or university with major course work in urban planning or related field and extensive experience in professional planning including considerable supervisory experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS:  Possession of a valid N.C. driver’s license.

This position is “exempt” and is not eligible for overtime pay.
