GENERAL STATEMENT OF DUTIES:  Assists the Executive Director of Public Works/City Engineer in supervisory, administrative and operational activities of the Public Works Department; does related work as required.

DISTINGUISHING FEATURES OF THE CLASS:  This is a highly professional and administrative position involving engineering work of difficult caliber requiring familiarity with engineering and operational principles.  This position plans, supervises, and coordinates the activities of the department subject to the general supervision of the Executive Director of Public Works/City Engineer, and exercises supervision over the various activities of the operations divisions within the framework of City policies, standards, and specifications.  This position may carry out the duties of the Executive Director of Public Works/City Engineer in his absence.

ESSENTIAL JOB FUNCTIONS:

  • Plans, directs and coordinates the activities of work crews in the Street Maintenance, Stormwater, Sanitation, and Fleet Maintenance divisions;
  • Coordinates the ongoing development and administration of the City’s Phase II storm water program in accordance with Federal/State guidelines;
  • Coordinates implementation of stormwater program objectives;
  • Oversees the repair and maintenance of streets, sidewalks, storm drainage and street appurtenances, and in the operation of related functions in connection therewith;
  • Performs engineering design work related to streets, storm drains, etc., related to any activity associated with the Public Works Department;
  • Outlines goals, aims and objectives, and sets standards, rules and regulations for the various programs of the Public Works divisions;
  • Implements department goals and objectives including those assigned by the Executive Director of Public Works;
  • Directs the resurfacing of streets, building of new roads, installation of new curbs and gutters, installation of new sidewalks, and installation and maintenance of bridges, culverts and storm drainage facilities;
  • Assists in the development of annual work programs for the repair, maintenance and construction of public infrastructures such as streets, sidewalks, and storm drainage;
  • Reviews and discusses work progress and scheduling with the division superintendents, and makes adjustments as needed;
  • Prepares division budgets and assumes responsibility for controlling expenditures within the divisions;
     
  • Establishes criteria for design and construction of public works projects, evaluates existing or proposed standards and recommends revisions where needed;
  • Makes detailed engineering surveys, prepares design drawings and specifications for bidding of construction projects;
  • Prepares engineering cost estimates and materials lists for construction projects;
  • Directs preparation of Powell Bill records and reports; prepares and maintains all other records and reports for the division;
  • Manages time and leave records of Public Works employees;
  • Evaluates the work performance of Public Works employees.
  • Investigates citizen complaints regarding storm drainage, street and sidewalk conditions, dead trees, etc.;
  • Assists in the training programs to ensure employees are properly trained in safety methods and procedures and operation of various pieces of equipment;
  • Works with consulting engineering firms regarding City projects including conducting research and preparing proposals;
  • Reviews proposed development plans for the compliance with City ordinances and works with developers regarding such plans;
  • Reviews construction plans and meets with developers, architects and engineers to resolve problems concerning compliance with ordinances, regulations, and general construction issues;
  • Consults with and acts as liaison to the Public Works division superintendents as needed in the performance of their routine or special activities, including personnel matters;
  • Meets with groups of City, State, and/or Federal officials on matters which presently involve or may involve Public Works programs;
  • Assists the Public Utilities Director with engineering related issues involving the water and wastewater systems;
  • Coordinates projects with work of other City departments, private and public agencies.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of professional civil engineering theory, principles and practices as it applies to street and storm drainage construction, repair and maintenance; ability to understand and interpret design drawings, construction specifications and contracted documents; ability to plan, layout, direct and supervise engineering activities; ability to communicate clearly and effectively, both orally and in writing; ability to establish and maintain effective working relationships with Federal, State and local agencies, public utilities, businesses, City officials, employees and the general public;  ability to plan and supervise the work of skilled, semi-skilled or unskilled workers over a wide area; skill in the operation of a personal computer; ability to use a PC based CADD system is desired; good physical condition.

EDUCATION AND EXPERIENCE: Bachelor’s Degree in Civil Engineering from an accredited college or university; experience in design and/or construction of Civil or Public Works projects, particularly street, sidewalk, and storm drainage construction, maintenance and repair, with considerable experience in a supervisory capacity; experience in the area of land surveying as it relates to Civil Engineering; any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS: Possession of a license to practice as a registered professional engineer in the State of North Carolina or Engineer-in-Training with ability to acquire the P.E. preferred; familiarity with the practice of land surveying desirable; possession of a valid NC driver’s license required.

This position is “exempt” and is not eligible for overtime pay.
