ASSISTANT FLEET MANAGER
Public Works Department - Garage Division

Salary Range: $39,537.06 - $65,237.12

GENERAL STATEMENT OF DUTIES:  Plans, organizes and supervises vehicle and equipment maintenance operations within the Fleet Management Division of the Municipal Garage; performs a variety of technical tasks related to vehicle and equipment maintenance

Work is performed under regular supervision. Supervision is exercised over subordinate personnel.

ESSENTIAL JOB FUNCTIONS:

  • Recommend and assist in the implementation of divisional goals and objectives by establishing schedules and methods for vehicle and equipment maintenance; implement policies and procedures for division;
  • Plan, prioritize, assign, supervise and review the work of staff involved in equipment maintenance;
  • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities;
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for budget requests; monitor and control expenses;
  • Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures;
  • Inspect work in progress and complete work for compliance with policies, procedures and standard trade practices;
  • Answer questions and provide information to other departments regarding vehicle and equipment maintenance activities; investigate complaints and recommend corrective action as necessary to resolve complaints;
  • Assist and advise mechanics in the performance of mechanical repairs as required; oversee the diagnosis and location of mechanical difficulties on automobiles, trucks and a variety of diesel and gasoline powered maintenance and construction equipment; determine extent of necessary repairs;
  • Supervise the operation and maintenance of computerized fleet management system; develop and implement system procedures; ensure efficient and timely maintenance of vehicles;
  • Establish preventive maintenance programs and schedules equipment for service; serves as contact for other departments;
  • Assists in managing vehicle replacement program;
  • Direct the operation of the vehicle emission control program;
  • Maintain work, time and material records;
  • Coordinates work performed by outside vendors.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:  This position involves work requiring the employee to exert up to 50 pounds of force occasionally and less force frequently to move objects.  Physical activity related to this position may include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, fingering, grasping, feeling, talking, hearing, and repetitive motions.  Sufficient visual acuity is required to visually inspect small parts to detect defects; assemble parts at distances close to the eye; and use measurement devices.  An employee in this position will be exposed to indoor and outdoor environmental conditions including vibrations and noise; subject to fumes, odors, dusts, mists, gases, poor ventilation, oils and cutting fluids; and subject to job hazards including exposure to moving mechanical parts.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  Thorough knowledge of current safety practices, repair, preventive maintenance and inspection methods and practices; test equipment and tools used in the repair and maintenance of light duty automotive or heavy-duty vehicles and mobile equipment; fleet maintenance management practices, procedures and standards sufficient to oversee the maintenance operation for equipment and machinery requiring the monitoring of multiple conditions and making multiple, complex and rapid adjustments, such as engine diagnostic equipment, city vehicles and heavy equipment; hydraulics, electrical systems, air brakes, air operated accessories, welding and fabricating, as well as engine, transmission and drive train repair.  ability to work evenings, nights and/or weekends or a modified workweek, supervise employees and communicate policy and procedure in a positive manner.

EDUCATION AND EXPERIENCE:  Graduation from high school supplemented by technical vocational automotive training and considerable experience in skilled automotive mechanical work, including the repair of large diesel powered equipment; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

SPECIAL REQUIREMENTS:  Possession of a valid Class "C" N. C. Driver's License.

This position is “exempt” and is eligible for overtime pay.
