GENERAL STATEMENT OF DUTIES:  Performs technical and administrative work enforcing compliance with codes, regulations and ordinances, and minimum housing code and condemnation process.

Work is performed under general supervision.

ESSENTIAL JOB FUNCTIONS:

  • Enforces a variety of regulations and ordinances  including zoning;
  • Enforces a variety of nuisance ordinances including but not limited to junked vehicles, over grown weeded lots, junk and debris;
  • Takes condemnation action; holds hearings and orders repairs or demolition;
  • Initiates civil citation procedures for non-compliance with ordinances;
  • Maintains accurate files and tracking systems; prepares written and verbal reports as required;
  • Routinely performs field inspections;
  • Investigates complaints and inspects housing conditions for conformance with the Minimum Housing Code;
  • Issues Certificates of Occupancy upon compliance with code;
  • Performs related tasks as required or assigned.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:  This position involves light work requiring the employee to exert up to 20 pounds of force occasionally and less force frequently to move objects.  Physical activity related to this position may include climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pulling, pushing, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions.  Sufficient visual acuity is required to visually analyze data and figures; visually inspect structures to detect small defects; do extensive reading and use measurement devices.  An employee in this position will be exposed to indoor and outdoor environmental conditions, including extreme heat, cold and noise, subject to fumes, odors, dusts, mists and gases and subject to working in narrow and confined spaces.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  General knowledge of City ordinances and codes governing zoning, nuisance abatement, land development regulations, minimum housing, and condemnation procedures.  Knowledge of building construction materials, methods and practice; cost estimating skills; ability to inspect structures and properties in a thorough manner and accurately prepare conclusions; ability to establish and maintain effective working relationships with property owners, building contractors, City employees, and general public.

EDUCATION AND EXPERIENCE:  High school graduate or equivalent (GED) and some experience in nuisance abatement, land control applications and housing construction; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS:  Possession of a valid N.C. driver’s license.

This position is “non-exempt” and is eligible for overtime pay.
