Salary Range: $86,236.80 - $142,292.80

Summary
Assistant Director of Electric Utilities performs difficult professional and intermediate administrative work overseeing the design, installation, operation, maintenance and repair of the City’s electric transmission and distribution system; does related work as required. Work is performed under general supervision. Supervision is exercised over all department personnel except the Director.
Essential Duties and Responsibilities

- Establishes, administers, and directs personnel in departmental policies such as safety rules, construction practices, etc.,
- Acts with full authority as Director in the Director’s absence.
- Recruits, interviews, and hires departmental personnel upon approval by Director.
- Evaluates work performance of employees.
- Coordinates electric engineering work and other activities with other City departments, consultants, and contractors.
- Confers with the Director on administrative and technical problems, cost estimates and a variety of related issues.
- Works with Director to develop new administrative and technical policies to enhance department operations.
- Works with the Director on projects and new technologies to increase the performance and reliability of the electrical distribution system.
- Evaluates the provision of electrical service to customers with regard to current State statues governing the rights of the City to serve.
- Participates in the negotiation and administers pole attachment agreements with telephone and cable TV providers.
- Prepares and reviews capital and operating budget.
- Develops formal specifications for equipment and trucks.
- Develops material specifications and requisitions materials to be used by department.
- Responds to customer requests for street lighting, security lights, service changes, customer problems, etc.
- Performs complex engineering design and layout of electric utilities for underground and overhead distribution.
- Reviews and approves plans submitted by developers and contractors.
- Investigates voltage complaints and related problems and directs needed corrections.
- Performs technical voltage and power studies to solve problems associated with our system or diagnose as customer problem.
- Prepares and files reports required by state and federal agencies.
- Performs and directs operation, installation, maintenance, and updates of SCADA system.
- Analyzes and supervises distribution switching operations.
- Directs the repair and maintenance of traffic signal system.
- Supervise emergency situations; receives citizen inquires and complaints and participates in public relation activities at the Director’s discretion or in their absence.

Minimum Education and/or Experience
- Bachelor’s Degree from an accredited college or university with major course work in electrical engineering and considerable experience in an electric utility including considerable experience in an administrative capacity.
Requirements
- Possession of a valid N.C. driver’s license.
- Possession of a license to practice as a registered Professional Engineer in the State of North Carolina or Engineer-in-Training with ability to acquire the P.E. within 24 months.
- Computer skills in the use of a CADD System (AutoCAD 2007), ARC GIS, SCADA system (QEI), Microsoft Office products desirable.
Knowledge, Skills and Abilities
- Comprehensive knowledge of an electric utility organization and operation.
- Thorough knowledge of the materials, methods, practices, and equipment used in the construction, operation, maintenance, and repair of electric utility systems.
- Thorough knowledge of electrical theory, principles, and practices as it applies to an electric distribution system.
- Ability to establish and maintain effective working relationships with City officials, employees and the general public.
- Ability to plan, assign and coordinate the work of a large organization.
- Ability to prepare clear and comprehensive studies and reports.
- Ability to communicate ideas effectively, orally and in writing.
- Comprehensive knowledge of Supervisory Control and Data Acquisition (SCADA) systems and personal computer systems.
Job Related Physical Requirements
This position involves light work requiring the employee to exert up to 10 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, fingering, grasping, feeling, talking, and hearing. Sufficient visual acuity is required to prepare and analyze data and figures, use a computer terminal and do extensive reading.
