GENERAL STATEMENT OF DUTIES:  Under general supervision, this position develops, coordinates, implements and administers the City’s Geographic Information System (GIS).  This involves managing the GIS operations and system(s) which support all City programs and service requiring spatial and/or location databases and information. 

ESSENTIAL JOB FUNCTIONS:

  • Plan, supervise, coordinate and manage all of the GIS application/database development and other related activities, personnel and the resources assigned.
  • Develop vision, strategic plans, goals, and objectives for all GIS systems and related operations along with related policies and procedures
  • Assess the needs of all City GIS users and works with Departments to identify programs, services and/or processes that require GIS technology
  • Assess and identify common GIS uses, needs, and system requirements as well as evaluate existing technologies and capabilities; and make recommendations for appropriate technology, systems and/or programs to be implemented/interfaced at the City.
  • Manage all City ArcGIS Enterprise environments, including but not limited to Microsoft SQL server and ESRI Utility Network, as well as the maintenance (patches, upgrades, configurations, etc) of ArcGIS along with the SDE database environment.
  • Serve as Project Manager for new and ongoing GIS projects, including implementation of interfaces with other software packages including but not limited to Hiperweb, Tyler Utility Billing and Police E-911 Dispatching Program, and AMI.
  • Maintain comprehensive, current knowledge of GIS technology, trends, developments, applications, software, hardware and attends seminars.
  • Coordinate and lead GIS initiatives/collaborative works with other entities and act as a liaison with related external organizations and the public.
  • Coordinate and lead an internal GIS advisory group which will assist in the development of standards, policies and procedures to be implemented across all Departments in the City using GIS.
  • Assess, coordinate and lead (when appropriate) training opportunities for GIS or GIS-related systems.
  • Assure that all City GIS data is current, accurate and compliant with the GIS standards established.
  • Perform assigned duties in the Emergency Operations Center.
  • Perform other related duties as assigned.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:  Must be physically able to operate a variety of electronic and equipment including computers, typewriters, printers, copiers, scanners, calculators, plotters, etc.; able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.  Physical demand requirements are in excess of those for sedentary work.  Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical of diagrammatic form; and to deal with several abstract and concrete variables. Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including engineering and computer networking terminology. Requires the ability to utilize mathematical formulas, to    read a variety of reports, deeds, forms, maps, surveys, indexes, etc.  Requires the ability to prepare correspondence, forms, maps, etc., using prescribed formats.  Requires the ability to speak to people with poise, voice control and confidence.  Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to add and subtract, multiply and divide, utilize decimals and percentages, understand and apply the theories of geometry.

Requires the ability to inspect items for proper length, width and shape.  Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.  Requires the ability to differentiate between colors and shades of color.  Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under stress and when confronted with persons acting under stress.  Must exercise considerable tact and courtesy in frequent contact with City officials and the general public.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  Has working knowledge of procedures, laws, maps, forms and records used in real estate transfers and their relationships to municipal mapping needs and functions; Geographic concepts; Integrated GPS/GIS principles, systems, technologies, and practices; Computer programming techniques; Mathematical principles; Statistical modeling principles; Business processes and workflows; Electric transmission and distribution design and connectivity; GPS data collection techniques; Applicable tools and equipment of the trade; Applicable hardware and software applications; Lighting design standards and requirements; working knowledge of the North Carolina State Plane Coordinate Grid System; able to read and interpret U.S. Geological Survey topographical maps and N.C. Department of Transportation maps, and relate them to property maps. Must be able to prioritize and assign work; Operate a computer and applicable software applications; Conduct research; Operate applicable tools and equipment of the trade; Handle multiple projects simultaneously; Troubleshoot problems quickly and accurately; Program relational databases; Utilize various means of communication & interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

MINIMUM TRAINING AND EXPERIENCE:   Bachelor’s degree from an accredited college or university in GIS, Geography, Information Technology, Information Systems, or a related discipline; A minimum of five years experience in ArcGIS (Enterprise), Microsoft SQL Server, ArcGIS Online or Portal for ArcGIS; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. GISP certification is preferred.  Supervisory experience within a GIS environment is required, with experience within a Local Government a plus.  Proficiency in either Python or ArcGIS ModelBuilder. Ability to design, develop, maintain, and replicate Enterprise Geodatabases and related systems in a Microsoft SQL Server Environment is required. Proficiency with typical office software, including word processing, spreadsheets, presentation development, etc. Ability to work independently as well as collaborate in a group setting along with excellent written and verbal communication skills is required. Possession of a valid NC driver’s license is required.  

This position is “exempt” and is not eligible for overtime pay.
