COMMUNICATIONS CENTER SUPERVISOR

GENERAL STATEMENT OF DUTIES: 

An employee in this classification provides a full range of public safety communications, to include establishing a recognized secondary Public Safety Answering Point (PSAP) for the Statesville Police Department coupled with a robust Computer Aided Dispatch (CAD) system and Records Management System (RMS) while performing staff duties on a broad range of public safety issues. This position supervises the data analyst, information technology specialist and parking control employees.  This position assumes day-to-day operations and technical support for twenty-four hour, seven-days-a-week public safety dispatching services.

This position reports directly to the Administrative Assistant Chief of Police.

The Communications Supervisor is a management position responsible for complete operational oversight of the department which includes supervision and job performance of all Telecommunicators, Records personnel, data analyst, and the information technology specialist.  This position is responsible for all aspects of the Enhanced 911 Emergency Communications system and is knowledgeable of the operations of the 800 MHz radio system.  This position works closely with the Police Chief and neighboring PSAP Director. 

ESSENTIAL JOB FUNCTIONS:

  • Manages every aspect of the Enhanced 9-1-1 System, including 9-1-1 equipment procurement and maintenance.
  • Oversee the operation of a multi-channel 800MHz Trunking System with interoperability to four neighboring counties.
  • Responsible for maintaining an accurate data base of the town’s street names and street addresses for law enforcement jurisdictions.
  • Responsible for planning, developing, implementing, and managing communication policies, procedures and practices. 
  • Responsible for creating new, and approving revisions and updates to, standard operating guidelines.
  • Responsible for maintaining 911 Funding and budget to ensure funds have been appropriately allocated.
  • Maintain the PSAP Expenditure Report for reporting to the State, maintain and create MOU’s and Interlocal agreements.
  • Develop and administers the communications division’s budget; procures equipment; researches, plans and coordinates with companies and vendors supplying equipment.
  • Responds to and investigates complaints from the public regarding 911 personnel.
  • Ensures all communications equipment is always functioning; diagnoses problems to refer to proper repair technician; coordinates maintenance contracts; performs monthly system maintenance; researches technology for 911 equipment; issues and updates radio and CAD codes.
  • Acts as the System Administrator for the Department’s records management system.
  • Responsible for the transition, training and implementation of State, County and Federal reporting functions.
  • Supervises, plans, prioritizes, assigns, reviews and participates in the work of the Records Unit staff responsible for a wide variety of administrative responsibilities such as; providing information to the public regarding police-related matters either by phone or in person; processing the release of public information and open records request in compliance with state statute, approving officer incident reports and assisting with data entry related to records keeping with emphasis on State UCR/NIBRS requirements and reporting.
  • Compiles statistical report; compiles and prepares monthly and annual reports; reviews various reports and records prior to submittal to various officials and agencies.
  • Troubleshoot RMS (Records Management System) computer problems and communicate with vendors.
  • Interpret and apply NC laws as they apply to Public Records and Records Retention, sealing and expunging records.
  • Prepares a variety of reports from several databases as requested. Creates user ids, passwords and sets security levels for staff that has access to retained records.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:  This position requires the employee to exert up to 20 pounds of force occasionally, and less force frequently.  Physical activity related to this position may include climbing, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. , Sufficient visual acuity is required to prepare and analyze data and figures, operate a computer terminal, and do extensive reading.  This employee may be subject to indoor and outdoor environmental conditions including noises; and subject to working in narrow or confined areas. 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  Thorough knowledge of New World Law Enforcement Record Management (LERMS) software; thorough knowledge of geographical database and assignment files; thorough knowledge of the geography and highway and street system of the City; thorough knowledge of DCI and NCIC regulations; general knowledge of routine maintenance of computer department's computer equipment; general knowledge of maintenance and operation of dictaphone equipment; ability to speak distinctly; ability to deal with the public under stressful situations; ability to prepare and conduct classes in operations of communications computer and related equipment.

EDUCATION AND EXPERIENCE:  Graduation from high school; considerable experience in police communications; extensive training in CAD and related equipment; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS:  Possession of N.C. DCI certification.

This position is “non-exempt” and is eligible for overtime pay.
