GENERAL STATEMENT OF DUTIES: Performs difficult technical work overseeing the installation, maintenance, repair and construction of open and closed drainage systems, stormwater facilities, and appurtenances; does related work as required.
Work is performed under regular supervision. Supervision is exercised over all division personnel in the absence of the stormwater program manager.

ESSENTIAL JOB FUNCTIONS:
• Inspects and monitors work crews to determine if work complies with established city guidelines and standards;
• Oversees installation, maintenance, repair and construction of ROW storm drainage systems, tail ditches, inlet and outlet improvements, sinkhole repairs, minor storm drainage system upgrades, and minor stream debris/blockage removal;
• Records and inputs as-built data into GIS computer system for accurate records of storm drainage system;
• Estimates costs of maintenance and repair projects;
• Assigns and schedules work of maintenance crew;
• Maintains employee time and leave records;
• Helps evaluate the work performance of employees.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS: This position involves work requiring the employee to exert up to 50 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions. Sufficient visual acuity is required to prepare and analyze data and figures; and use a computer workstation and tablet. An employee in this position will be exposed to indoor and outdoor environmental conditions including noise; subject to fumes, odors, dusts, mists, gases, or poor ventilation.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles, practices and equipment used in storm drainage repair and maintenance activities; thorough knowledge of the geography of the City; some knowledge of the principles and practices of civil engineering; ability to supervise and inspect the work of maintenance and construction crews; skill in the operation of a personal computer; ability to establish and maintain effective working relationships with employees ,the general public, and other public works divisions; ability to maintain records and prepare reports.

EDUCATION AND EXPERIENCE: Graduation from high school and considerable experience in the repair and maintenance of storm drainage and related infrastructure; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS: Possession of a valid N.C. driver’s license; required possession of an appropriate valid commercial driver’s license or ability to obtain within (6) months of employment.

This position is “non-exempt” and is eligible for overtime pay.
