GENERAL STATEMENT OF DUTIES:  Analyzes crime and police incident patterns; collects crime statistics; prepares and disseminates crime information; assists with special projects; does related work as required

Work is performed under regular supervision.

ESSENTIAL JOB FUNCTIONS:

  • Provides information to police, City administration, and City Council for decision-making purposes; presents analysis and statistics in various internal and external forums; and participates and provides information to police/City committees.
  • Develops statistical data resources to assist in proactive and targeted investigations, preventative enforcement and education, identification of theft patterns, trends and criminal organizations, and identification of known and repeat offenders.
  • Uses computer databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze, and present data.
  • Studies current literature on research methodology and police issues and makes appropriate recommendations for improvements in crime analysis practices.
  • Aids in guiding the department on how crime analysis products should be used to combat crime and disorder problems in the city.
  • Works with senior command staff to streamline processes related to data collection and data retrieval.
  • Responds to ad hoc requests from the Chief of Police and Deputy Chiefs for meetings and briefings.
  • Interacts and communicates with Police personnel, other City employees, and the community on crime analysis/research issues; and responds to requests for various information and statistical reports.
  • Develops and maintains Tactical, Strategic, Administrative and Operational analytical capabilities.
  • Integrates information from crime analysts and police personnel into a presentation to present to Command Staff on a weekly basis.
  • Conducts briefings and presentations of analytical findings and conclusions.
  • Provides information and analysis findings in a format that allows for its use by all appropriate personnel and divisions of the Department.
  • Prepares a variety of reports such as crime information and patrol bulletins, monthly and quarterly activity summaries, department annual reports and specific statistical/research reports as needed.
  • Conducts statistical and strategic analysis which includes preparing monthly, quarterly, annual, and on-request reports.
  • Researches and analyzes complex law enforcement data; identify and interpret criminal activity, patterns, and trends; and forecast trends to aid in staffing and deployment of police personnel.
  • Makes written and oral presentations, using maps, charts, and graphs, to inform police officers, detectives, investigators and commanders of emerging or existing crime series, patterns, and trends, as well as suspect and victim profiles.
  • Attends regional meetings of law enforcement personnel in order to share information on crime series, patterns, new methodologies, and developing tools.
  • Prepares a variety of mapping (GIS) products, including those that are the product of geo-spatial analysis.
  • Responds to ad-hoc requests for data and reports from all levels and units of the department.
  • Collects and organizes criminal information from all available resources, including the Uniform Crime Reporting (UCR) system, the National Incident-Based System (NIBRS), field interview reports, intelligence sources, other agencies, media, crime bulletins, review of crime reports and supplements, informational surveys, and retrieval of crime information in order to study and analyze past and existing crime series, patterns and trends.
  • Compiles information, analyze findings, make interpretations, and writes comprehensive reports based on data; uses these findings to identify information gaps and future collection requirements.
  • Prepares and presents complex and detailed statistical/analytical and research reports/information using principles and practices of professional and technical report writing. Drafts correspondence and presentation materials. Presents research summations and convert findings to practical applications.
  • Performs a variety of strategic, tactical, and administrative duties relating to the systematic process of collecting, categorizing, analyzing, and disseminating timely, accurate, and useful information that describes crime patterns, crime trends, and potential suspects.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS:  This position involves light work requiring the employee to exert up to 20 pounds of force occasionally and less force frequently to move objects.  Physical activity related to this position may include climbing, stooping, kneeling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions.  Sufficient visual acuity is required to prepare and analyze data and figures; do accounting, transcription, and extensive reading; and use a computer terminal.  An employee in this position is not substantially exposed to adverse environmental conditions.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  Thorough knowledge of standard office practices, procedures, equipment secretarial techniques; thorough knowledge of business English, spelling and arithmetic; ability to interpret and apply policies and procedures; ability to make difficult mathematical calculations and to set up complex forms and statistical tables; ability to type; ability to plan and supervise the work of others; ability to establish and maintain effective working relationships with others; ability to work independently in the absence of specific instructions; ability to meet the public effectively.

EDUCATION AND EXPERIENCE:   Graduation from an accredited college or university with major course work in Criminal Justice, Statistics or related field; any coursework within Statistical analysis or related discipline prepares an individual for becoming a Crime Analyst.  This role is based on statistics and math, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Keeping up with training is helpful in this position.  Understanding how certain programs work or how trends in statistical analysis helps keep the skills of a crime analyst sharp.  Training with a program such as Geographical Information Systems (GIS) is an important skill.  Would be encouraged to attend workshops periodically.

SPECIAL REQUIREMENTS:  Possession of a valid N.C. driver’s license.

This position is “non-exempt” and is eligible for overtime pay.
