Summary

Director of Electric Utilities performs complex professional and difficult administrative work overseeing the design, installation, operation, maintenance and repair of the City’s electric transmission and distribution system; does related work as required.

Work is performed under general supervision. Supervision is exercised over all department personnel.

Essential Duties and Responsibilities

  • Plans, organizes, directs, oversees, and coordinates the activities of all department personnel.
  • Establishes operating policies and procedures, goals, and objectives.
  • Evaluates work performance of employees.
  • Acts as liaison between the Office of the City Manager and field and office operations and advises on same.
  • Researches and recommends operational changes to City Manager.
  • Plans, reviews, approves, and oversees major electrical projects involving the city.
  • Research, plans, and oversees projects and new technologies to increase the performance and reliability of the electrical distribution system.
  • Evaluates the provision of electrical service to customers with regard to current State statutes governing the rights of the City to serve.
  • Participates in the negotiation and administers pole attachment agreements with telephone and cable TV providers.
  • Serves as the coordinator between department, governmental agencies, consultants, consumers, and others.
  • Oversees the preparation and reviews department and warehouse capital and operating budget; analyzes and projects expenditures.
  • Reviews contracts and plans; performs technical studies.
  • Performs Supervisory Control and Data Acquisition (SCADA) system and personal computer programming changes as needed.
  • Analyzes, approves, and supervises distribution switching operations.
  • Reviews and interprets state and federal regulations and legislation governing electric utility operations.
  • Analyzes the performance and reliability of the electrical distribution system.
  • Meets with customers regarding service needs, power quality concerns, and rate issues.
  • Performs analysis of revenue requirements and rate designs to meet these requirements.
  • Supervises emergency situations; receives citizen inquiries and complaints and participates in public relations activities.
  • Responds to major electrical emergencies that occur after hours and provides technical and engineering analysis to restore electrical service.
  • Performs other duties as assigned
Minimum Education and/or Experience
  • Bachelor’s Degree from an accredited college or university with major course work in electrical engineering with a preference for a Master’s degree in electrical engineering or related field and extensive experience in an electric utility including considerable experience in an administrative capacity.
  • Possession of a license to practice as a registered Professional Engineer in the State of North Carolina or Engineer-in-Training with ability to acquire the P.E. within 24 months.
  • Computer skills in the use of a CADD system (AutoCAD 2007), ARC GIS, SCADA system (QEI), Microsoft Office products desirable.

Knowledge, Skills and Abilities

  • Comprehensive knowledge of an electric utility organization and operation.
  • Thorough knowledge of the materials, methods, practices, and equipment used in the construction, operation, maintenance, and repair of electric utility systems.
  • Thorough knowledge of electrical theory, principles, and practices as it applies to an electric distribution system; ability to establish and maintain effective working relationships with City officials, employees and the general public.
  • Ability to plan, assign and coordinate the work of a large organization.
  • Ability to prepare clear and comprehensive studies and reports.
  • Ability to communicate ideas effectively, orally and in writing.
  • Comprehensive knowledge of Supervisory Control and Data Acquisition (SCADA) systems and personal computer systems.

Special requirements:

  • Possession of a valid N.C. driver’s license.

Job Related Physical Requirements

This position involves sedentary work requiring the employee to exert up to 10 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, grasping, feeling, talking, and hearing. Sufficient visual acuity is required to prepare and analyze data and figures, use a computer terminal, and do extensive reading.
