WATER/SEWER UTILITY SUPERINTENDENT (Full-Time)
Public Utilities - Water/Sewer Maintenance Division
Salary Range: $67,579.20 - $111,508.80 (Starting Salary Commensurate with Qualifications and Experience)
Closing Date: Open Until Filled

Work Schedule: Monday - Friday 7:30AM - 4:00PM

 

Summary:

The Water / Sewer Superintendent performs difficult technical and intermediate administrative work supervising and coordinating the work of water and sewer maintenance and repair crews; does related work as required. Work is performed under general supervision. Supervision is exercised over all division personnel.

Essential Duties and Responsibilities

  • Establishes division work programs and costs, coordinates implementation with other departments.
  • Prepares and submits water and sewer maintenance budgets for approval.
  • Monitors expenditures to stay within budget limits.
  • Assists purchasing agent in acquiring materials for water and sewer divisions.
  • Research data and attends seminars to learn of new methods and materials for water and sewer maintenance and construction.
  • Compiles cost estimates for contractors concerning water and sewer taps.
  • Provides water and sewer information for contractors and consultants for proposed new construction.
  • Investigates and answers complaints from the general public about water and sewer problems.
  • Evaluates work performance of employees.
  • Assists in developing and updating policies and standards of both water and sewer systems.
  • Prepares information concerning future expansions for both water and sewer systems.
  • Coordinates work being done by contractors and other utilities.
  • Studies need of present water and sewer system concerning possible rehabilitation or replacement.
  • Compiles information gathered on street reconstruction programs and submits to the Public Works Director.
  • Reviews and approves engineering blueprints for both water and sewer projects concerning City system and other construction projects.
  • Fills forms out and submits them to State when there are overflows in the sewer system, files annual report for State and public information each year on the operation of the collection system.
  • Attends TRC (Technical Review Committee) meetings dealing with projects that impact water and sewer systems for the city.
  • Stays updated on OSHA requirements.
  • Serves as ORC (Operator in Responsible Charge) for City’s water/sewer distribution and collection system.
  • Performs other duties as assigned.

Minimum Education and/or Experience

  • High School Diploma or GED.
  • Supplemented by course work in sanitary or civil engineering and extensive experience in the repair, operation and maintenance of water and sewer systems.
  • Considerable supervisory experience.
  • Or any equivalent combination of experience and training which provides the required knowledge, skill, and abilities.

Knowledge, Skills, and Abilities

  • Thorough knowledge of principles, practices and equipment used in water and sewer system repair and maintenance.
  • Thorough knowledge of the geography of the city.
  • Thorough knowledge of the occupational hazards of the work and necessary safety precautions.
  • General knowledge of civil engineering principles applied to water and sewer system operations.
  • Ability to plan, supervise and inspect the work of unskilled and semi-skilled workers.
  • Ability to establish and maintain effective working relationships with City officials, private contractors, utility customers and the general public.
  • Ability to prepare and maintain detailed records.

Requirements

  • Possession of a valid N.C. driver’s license.
  • May require possession of an appropriate valid commercial driver’s license or ability to obtain within (6) months of employment.

Special requirements

  • Must be able to obtain a Grade A Water Distribution Certification, Cross Connection North Carolina Water Treatment Facility Operators Certification.
  • Grade III Water Pollution Control Collection System Operator Certification from the State within (36) months of employment.

Job Related Physical Requirements

This position involves very heavy work requiring the employee to exert in excess of 100 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pulling, pushing, lifting, grasping, feeling, talking, hearing and repetitive motions. Sufficient visual acuity is required to prepare and analyze data and figures; visually inspect mechanical parts for small defects; do extensive reading; use measurement devices and a computer terminal.

 

Working Conditions

An employee in this position will be exposed to indoor and outdoor environmental conditions, including extreme heat and cold, vibration and noise; subject to fumes, odors, dusts, mists, gases, poor ventilation, oils and cutting fluids; subject to job hazards including exposure to moving mechanical parts; subject to wearing a respirator and working in close quarters or confined spaces.
