Summary

The GIS Analyst performs technical work to support the GIS Division’s development, implementation, and maintenance of various geospatial datasets and systems. Work involves data collection, data creation, data editing and map production. Employee responds to customer requests for maps, data, and other geospatial information products, and supports other city departments’ use of enterprise GIS applications. Performs related work as assigned. Reports to the GIS Administrator.

 

Essential Duties and Responsibilities

NOTE: This job description is not intended to be all-inclusive. Employees may perform other related duties as needed to meet the needs of the organization.

  • Maintains utility maps and records in GIS program files.
  • Amends maps to reflect changes in the utility distribution system, additions of subdivisions, etc.
  • Prepares portions of maps to scale and includes identifying information.
  • Receives and imports new site plans in various formats for future development of the GIS infrastructure.
  • Creates and prints drawings and specialty maps using GIS functionality as requested, provides copies as needed.
  • May train other employees in use and applications of GIS programs.
  • Responds  properly and in a timely manner to internal and public requests involving GIS applications.
  • Performs scheduled maintenance and updates to datasets as required.
  • Enters data from field notes into computer in required format for design projects.
  • Performs field surveys for data as required with approval.
  • Operates handheld GPS devices to locate infrastructure components and import them into the GIS system.
  • Works with and assists the GIS Administrator in issues involving GIS hardware, software, and training to help ensure the accuracy and efficiency of the system.
  • Acts as back-up to GIS Administrator in maintaining and updating GIS layers.
  • Performs other duties as assigned.

Minimum Education and/or Experience

  • High School Diploma or GED and
  • Associates degree in Applied Sciences including GIS coursework or,
  • Two (2) years equivalent combination of training and experience which includes working knowledge of ArcGIS Desktop and Pro, ArcGIS Online along with Microsoft Office products such as Access, Excel, Word, and PowerPoint.
  • Preferred: GISP Certification with working knowledge of SQL, and Trimble GPS products. 

Requirements

  • Valid N.C. driver’s license.
  • Must maintain training and/or certifications required to perform job duties.

Knowledge, Skills and Abilities

  • Has general knowledge of standard practices, materials and equipment used in GIS systems.
  • Has basic knowledge of utility distribution system design and mapping procedures.
  • Has working knowledge of the North Carolina State Plane Coordinate Grid System.
  • Able to read and interpret U.S. Geological Survey topographical maps and N.C. Department of Transportation maps and relate them to property maps.
  • Able to exercise tact and courtesy and able to establish and maintain effective working relationships with employees, City officials and the general public.
  • Able to project a professional image from a non-verbal and personal appearance standpoint that is consistent with the requirements of the job.
  • Maintains high standards of accuracy in exercising duties and responsibilities.
  • Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility.

Job Related Physical Requirements

Must be physically able to operate a variety of machinery and equipment including computers, printers, copiers, calculators, etc.; able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.  Physical demand requirements are in excess of those for sedentary work.  Requires the ability to read a variety of reports, deeds, forms, maps, surveys, indexes, etc.  Requires the ability to prepare correspondence, forms, maps, etc., using prescribed formats.  Requires the ability to speak to people with poise, voice control and confidence.  Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.  Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions.  Must be able to communicate effectively and efficiently in a variety of technical or professional languages including engineering and computer networking terminology.  Requires the ability to utilize mathematical formulas, to add and subtract, multiply and divide, utilize decimals and percentages, understand, and apply the theories of geometry.  Requires the ability to inspect items for proper length, width, and shape.  Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.  Requires the ability to differentiate between colors and shades of color.  Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under stress and when confronted with persons acting under stress.

Working Conditions

 

General work day will be performed in an office setting with occasional work being performed in field conditions collecting field data. Will require driving a city vehicle at times.
